WORKING WITH CHILDREN CHECKS
At our events, you will see competitors of all ages, with varying proportions of these being minors. As such, Equestrian Victoria strives to create a safe and supportive environment for our younger riders.
We want to emphasise the importance of having all individuals who facilitate and volunteer at activities and events involving minors hold a valid Working with Children Check (WWCC). It is the responsibility of all Activity Owners to check that all their volunteers have a current WWCC.

The ICDF supports projects and events that either fall into the “international competition” category or can be demonstrated to further the “development” of the sport in general or of a particular discipline. “Development” predominantly denotes workshops and seminars for the training of judges and officials, and other activities carried out for the development of competencies, including opportunities for skill practice (through competitions and events).

Deadline for Submissions: 25 August 2024
THANK YOU, HOLLY!
It is with great sadness that Equestrian Victoria announce the departure of Holly Kiefer from the Discipline Team.
Many of our members would know Holly for her generous and bubbly energy. Along with her best bud, Flynn, the handsome border collie (that she picked up from Melbourne 3DE in 2023), she was always a friendly face at our major events!
Holly was always the first to put her hand up to help with event preparations in the office, whilst juggling her duties for Jumping, Measuring and Off the Track.
We will miss having Holly (and Flynn) around! On behalf of the EV team, we wish her all the best with her future endeavours!
We’ll miss you, Holly!
YOUNG AMBASSADOR WEEKEND
Equestrian Victoria hosted the Young Ambassador weekend at the start of July and it was jam-packed with activities, lessons with guest coaches and other learning opportunities. This was also the final opportunity for the respective discipline selectors to interview their finalists.
Each of the Young Ambassadors were able to have lessons on both days with Karen Blythe (Dressage), Yona Lloyd (Eventing), Stuart Abrahams (Jumping), Sue Chandler (Para) & Les Friend (Show Horse).
The learning continued off the horse as well with guest speakers throughout the weekend. These included a presentation on Hoof Health and Lameness by Dr Luke (Ranvet), a Mental Wellbeing and Stress Management
workshop with Melo Calarco and a talk by the Australian Institute of Sport in collaboration with Black Dog Institute on Training and Equestrian Businesses.
Of course, the weekend would not be complete without some fun group activities. On the Saturday, Applause Entertainment hosted a Murder Mystery, where finalists worked together to solve the mysterious death of a local Sheriff by completing various challenges to obtain clues. The evening then wrapped up with a Dinner and Trivia hosted by Matt Elsbury.
The Equestrian Victoria team would like to thank all guests, coaches, discipline representatives and selectors for making this weekend a huge success. We would also like to thank Change Skincare for sponsoring the programme and Ranvet for sponsoring the Eventing discipline.
Our Young Ambassador winners will be announced at the upcoming Equestrian Victoria Awards Night on 10th August.

DRESSAGE
As our season kicks off again, we have a few helpful reminders for competitors that will help make this season a seamless one.
Bridle Numbers
Bridle numbers are issued by the Equestrian Victoria office and not Nominate. If you are purchasing dressage licences for the first time or have moved from a different state, please make sure you contact the EV office to request a bridle number.
Dressage Licences
If you are purchasing a licence for a pony, please make sure you purchase a Pony Dressage licence as opposed to a Dressage licence. Doing so will ensure that your results are listed in the correct database on Nominate. Owners of Young Dressage ponies must also purchase a Pony Dressage Licence.
Membership and Licence Renewal
Please ensure that your memberships and dressage licences are renewed before competing.
Membership Category
If you are planning to compete in Young Horse Classes, or riding at Elementary level and above, riders must have a Competitor (Senior or Junior) Membership.
CDI Classes at the Dressage Festival
Riders who are planning to compete in CDI classes at the upcoming Dressage Festival will require current FEI Rider and Horse registrations. Please allow 6 weeks processing time. More information can be found at this link.

Eventing
EAEC AND TD Forum
By Michelle Debenham
On Tuesday the 16th of July an enthusiastic and passionate group of people came together to discuss Eventing in Sydney.
The meeting was facilitated by the Equestrian Australia Eventing Committee led by Janet Houghton with the objective of bringing people together from the broader equestrian membership. Input was encouraged concerning the current strengths and challenges within the sport, both now and looking into the future. Riders from different levels and states in Australia were represented, as well as officials, including Technical Delegates, Stewards and Course Designers.
Participants generously gave up their time and flew from all the states of Australia, including Riders Jade Finlay (NSW) and Tessa Sharman (TAS) who were enthusiastic contributors. Victoria was represented by Eventing chair - David Permezel and Technical Delegate - Brodie Harrison.
National Health and safety officer Roger Kane presented on current safety issues, including horse falls and the inclusion of more frangible devices. In addition, horse welfare issues like tired horses and fitness of the equine athlete were also covered, as well as the relationship between coaches and athletes.
The need for some changes in the lower-level rules, were brought to the attention of the Equestrian Australia Eventing committee for consideration, and as a result changes will occur in the January 2025 rule update.
Overall, it was a valuable forum that brought together like-minded people with a shared love of all things eventing and a passion to see the future of the sport continue in a positive and successful way.
TAMWORTH INTERNATIONAL EVENTING
By Team McKenzie Park
Tamworth!!!! What a trip! We have a new inspired journey to do as many different competitions as we can and share the journey with friends along the way. We brought two extra riders with us this time: Charlie, a young rider and Chloe! We were also blessed to have UK 4star rider and gold medal Youth Teams Member, Molly Faulkner, with us to come and check out some Australian comps.
Thursday saw us packing up the truck/gooseneck and heading off to Tamworth. We stopped at Albury for a rest and the horses got their lunch. We then camped overnight at Gunning! Gunning is a free camp ground which has awesome safe covered yards. Friday we drove through Sydney early and got the horses off at Musselbrook
before arriving at Tamworth by lunch time! We took the route via Sydney as the roads are better! And yes, if you give SIEC a buzz, they are happy for people to stop off for a rest with horses!
Tamworth is absolutely awesome. Beautiful stables and every camp site had power and water! This was a bonus as it was freezing, so a quick run to the supermarket for a heater in the goosey was needed! Saturday saw a frosty minus 1 weather start! We went to the world famous Long Yard Hotel a few times 🤣, which is walking distance, for dinner and had the biggest and best meals ever!!
We took a group of horses from 80 to 2 star! We had three riders: La’Moza had three rides, one in the 2 star, one star and 95; Charlie took one horse in the 95 and Chloe took two horses in the 80. It was a very well run event, it ran beautifully with everyone just doing their thing and it worked. The event had a lovely feeling and everyone was kind and friendly. There were around 400 riders. The xc course was awesome.
It was great to ride different courses by other builders to see the questions that are asked by different builders. Only one fall from our team in the xc! So a pretty good weekend. Showjumping is super on a very large Martin Collins eb and flo arena! Dressage was done in a variety of Martin Collins and grass arenas. The dressage gives off Wandin vibes and there are so many arenas everywhere, but very easy to navigate!
We met lots of new people and had a super time! Well worth the travel! We made our way home via the route we came and all horses traveled super! Next stop Mount Gambier!!!!!

a message from eventing victoria
victorian eventing levy increase
25th July 2024
Hello Dear Eventer!
It was going to happen at some point and we have held off for a number of years, but now the Victorian Eventing Committee has had to make the difficult decision to increase the Riders Levy effective from August the 1st, 2024 (cue the groans…) But do you as a rider really know what this ‘Eventing Levy’ that appears as a part of your event entry fee actually is?
The Eventing Levy is a fee that each horse and rider combination pays when entering an EA Eventing Competition that diverts into the Victorian Eventing Trust. The Trust covers the costs of hiring medical teams for every EV Eventing competition, purchases all the frangible safety devices (MIMs devices) that must be fitted to some fences and pays for the extra MIMs clips that get broken and compromised at every event ($54 for two!!). The Eventing Levy also pays for the Aera-vator and Agri-vator maintenance and repair (the machine that makes the ground softer for our horses), offers a small contribution to EV officials education, upkeep of the eventing clocks and, if funds allow, offers grants to organising committees which contributes
toward items that improve event safety, amongst other things…
The introduction of the Eventing Levy in 2016 has had a huge impact on Horse Trial Events held here in Victoria, making them more safety compliant, professional and gives opportunity for continuous improvement, all thanks to the end user. You!
So why are we having to increase the Eventing Levy ???
Since 2022, we have seen a huge cost increase in the provision of medical services for our events from all vendors, and yes, we always ‘shop around’ to make sure we have the best price and the appropriate level of required equipment and personnel (thanks Michelle Debenham and Dr. Tess Goodwin and the EV Office!). Also the cost of MIMs clips and the number of fences they are fitted to have increased.
As such, the balance in the fund has been depleted and after some number crunching we have found that the current fee will not bring that balance back up enough. So to ensure Victorian Eventers can continue to expect high levels of safety we need to increase the levy, which has remained at $25 since 2016, to $35.
For more brain food on the Trust, read below to understand how the Trust came about and its purpose
Background
The Victorian Eventing Fund was established by a trust deed dated 1 June 2016. Prior to the establishment of the fund, Equestrian Victoria collected a medical levy whenever a person entered an event. However, this money collected formed part of EV’s general revenue and was just paid into EV’s general account. This meant that any payments from it were controlled by EV, and had to be actioned by EV.
Accounting for both the income from the medical levy and the payments made from it became a very difficult exercise. To address these issues, and to bring the money raised by the medical levy under the control of the Eventing Discipline Committee, the Trust fund was established.
What is the Trust?
To understand the role and responsibility of a Trustee, it is first necessary to understand what a Trust is. At law only a “legal person” can own property, including money and enter into contracts. In practice, the only legal persons are companies and individuals. A trust is not a legal person. How is it then that a Trust can exist and have assets, including money in the bank and how can it enter into contracts?
Every Trust has a Trustee or Trustees. The Trustees are the legal persons who own the Trust property, however, they are not entitled to treat the property as their own, rather they can only deal with it in the manner allowed by the Trust deed. If a Trustee breaches the terms of the Trust deed and acts in a manner not permitted by the Trust (for instance, applies money in a way not permitted by the Trust deed) he or she can be personally liable to compensate the Trust for the loss suffered by it.
Who are the Trustees?
The provisions dealing with the appointment and removal of Trustees are contained in clause 7 of the Trust deed. The deed is drafted in such a way as to make the appointment and removal of Trustees a seamless exercise. Upon being appointed to the Eventing Discipline Committee each committee member automatically becomes a Trustee of the Trust unless he or she elects otherwise. Upon ceasing to be a member of that committee he or she ceases to be a Trustee. Nothing further is required. Whilst the Trust deed names the persons who were the members of the committee when the Trust was established as the original Trustees, no changes are required to the deed as the Trustees change over time.
Purposes of the Trust
The purposes for which the Trust was established are set out in clause 4. That clause provides as follows:
The purposes for which the fund is established are:
Payments from the fund
Clause 5 of the Trust deed gives the Trustees an unfettered discretion to make payments from either the income or capital of the fund if that payment is consistent with the purposes of the fund as detailed above. Any payment authorised by the Trustee’s not consistent with those purposes would amount to a breach of their obligations as a Trustee. As the Trustees have a discretion in making authorised payments, whilst any person or organisation may ask to be considered for a payment, they have no ability to require a payment.
Yours apologetically,
David Permezel (Chairman)
On behalf of the Victorian Eventing Committee.

CHRIS HEIGHT
What is your role on the Victorian Eventing Committee?
I’m the Rider representative on the Eventing Committee. As the rider representative I help to give a riders perspective on any issues that need addressing. This sport has so many aspects to it an hopefully I can represent the interests of both professional and Amateur riders at all levels. Hopefully this means the riders will continue to feel supported to enjoy the sport they love.
What do you enjoy most about being on the Victorian Eventing Committee?
I enjoy the challenges that come with helping to run and administrate the sport. I also really enjoy the friendship and support given by other committee members that are just as invested in the sport.
What do you like to do outside of horses?
While it doesn’t happen very often I love to go skiing when I’m not riding

FEI SNIPPETS
BE A GUARDIAN: A FUNDAMENTAL REFRAMING OF EQUESTRIAN CARE
With the ever-growing public concern around the welfare of horses in our sport, the FEI formed the Equine Ethics Wellbeing Commission in June 2022 to address the these by providing advice and recommendations to the FEI and create policies and guidelines through ethical, evidence-based research.
These recommendations and key areas of priority were delivered by the Commission in November 2023. Based of this report, the FEI formulated and published the FEI Equine Welfare Strategy while emphasizing the importance that all individuals involved take on the responsibility of being Guardians of horse welfare in the sport.
